Thousands of grandparents there assume informal caregiving to prevent children from entering foster care \u2014 yet receive only limited public benefits and no family preservation payments.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What We Will Test<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The New York Pilot will test a <strong>family preservation payment model<\/strong> providing kinship caregivers with monthly payments comparable to foster care maintenance stipends \u2014 without requiring foster care placement.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Core Components<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Monthly family preservation payments to stabilize low-income kinship households<\/li>\n<li>Legal and benefits navigation \u2014 helping families access KinGAP, guardianship pathways, and public benefits<\/li>\n<li>Education support for children with disrupted schooling<\/li>\n<li>Health, mental health, and trauma-informed services<\/li>\n<li>Peer support networks reducing caregiver isolation<\/li>\n<li>Policy advocacy to expand KinGAP eligibility and remove administrative barriers<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The pilot will generate rigorous data, a policy report, and a replication guide for other states.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">\ud83c\udf09 Pilot 2 \u2014 California (East Bay: Richmond\/Oakland): Grandfamilies Village<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is almost no housing in the United States purpose-built for grandfamilies. The Grandparent Family Apartments in the Bronx \u2014 opened in 2005 \u2014 remains the only such building in New York City after two decades.
